		<description>Why promote someone who does his/her job well?  I&#039;m not saying that&#039;s my attitude, but that&#039;s the attitude I hear from other managers.  

In our IT shop, management is concerned about &quot;coverage&quot; - making sure our god and savior - the ERP - is happy 24/7 and will bless us with only slightly-less-than-adequate performance and few functional complaints.  If someone is good at making sure things keep working, s/he is very hard to replace.</description>

		<description>You actually are correct. But unfortunately that is a reality we have to face. Being in an IT industry is some sort of a risk you take. Its either you become really successful or stay at the bottom and do your job all the time.
